The magic of empowerment



I believe that our need to control others is a result of the fall. Wherever I travel, it seems to be a universal phenomenon.

Control rather than empowerment is the operating mode of much in both ministry and business. It comes in the form of micromanagement, meddling in the responsibilities of others, telling others how they should do what they are supposed to do, frequently changing something already done, giving too much advice, the need to constantly ask permission or get approval and in many other forms. 

All of that is sad when it happens to good people because it disempowers, discourages, frustrates, and smothers the God given capacity and creativity that could be unleashed if empowered.

Unempowered organizations or teams are a sign of poor Emotional Intelligence (EQ) on the part of leaders. The inability to unleash people is a sign of insecurity rather than that of leadership. And insecurity infects many (even high profile) leaders who think that their command and control is actually a sign of leadership. Or, that their ideas are the best and the ones that count so any others must be vetted through them. They may say they are guarding the ministry but what they are actually doing in many cases is guarding their ego's.

In reality, the higher the control factor, the higher the hubris factor - it is about them, not the mission nor the staff working beside them. Further, the higher the control, the less likely the ministry will rise above the skills or abilities of its leader since high control always brings people back to how the leader would do what is done - losing out on the magic of multiple people bringing their creativity to the table for the purpose of maximum ministry results.

There is magic in empowered organizations where good people are unleashed (within clearly articulated boundaries) to use all of their creativity to accomplish what they are tasked with. And when empowered individuals collaborate with other empowered individuals that magic is multiplied and results in significant ministry breakthroughs.

If you are a leader and wonder how empowering you are - there is a simple way to find out: ask your team. If they trust you they will tell you. As you empower you grow as a leader and the ministry will grow in proportion.

I will empower you but you need to keep me informed

I am a deep believer in the need for leaders to empower other good people rather than to micromanage, control or insist that things be done my way. It is only through giving opportunity away that we are able to sustain growth and see the organization realize its full potential. Leaders who don't empower others are doomed to plateau their ministry at some point. And to disempower other staff who could be doing a great deal more.

There is, however, a reciprocal responsibility to those leaders who empower and give responsibility: staff have an obligation to always keep their leader informed of things he/she need to know. In giving opportunity away, leaders take a risk: if things are not handled well it can come back to hurt the organization. Yet one cannot grow a scaleable ministry or business without empowering others. 

The responsibility of leaders is to build the right team and empower that team. The responsibility of that team is to keep the leader informed of things that the leader needs to know. No leader likes surprises, or to find out from others that something went south.  Sometimes things will go south, that is life but the first one to know should be the leader of the team or organization.

Wise leaders empower other good people. Wise staff keep their leader informed when there are issues. It is a relationship of mutual trust and support.

Empowering pastors

One of the most disempowering issues for senior pastors are boards that want to second guess much of what they do - or require them to ask permission before they can act. Frequently, churches are permission withholding rather than permission granting and many senior pastors chafe under controlling boards. 

It need not be the case and in fact controlling boards actually slow down and hinder ministry rather than facilitate it. So how does a board empower their senior leader - and therefore their staff - and still ensure that adequate safeguards are in place for the organization?

One simple solution is for boards and their senior leader to sit down and delineate those thing that the leader must do and those things that the leader cannot do without board assent. In policy governance used by many boards these are called executive limitations - the limits put on the senior leader by the board. Aside from those limitations, the senior leader is free to act with "reasonable interpretation" and make decisions as they see fit. 

By putting these into policies the senior leader knows what his or her limits are and are free to make decisions consistent with the ministry vision of the church without needing to run all of those decisions by the board - a redundancy that makes for inefficient ministry. Policies that make sense in one stage of a church's life may not make sense in another and these limitations can be either relaxed or tightened depending on the need. It also clarifies which issues are management issues delegated to the senior leader and which issues are board issues so that there is no longer confusion around responsibility and authority - a common issue in church governance. 

Often in working with boards, someone will ask the question, "But what if we don't trust that our senior leader will make the right decision." The question is either about trust or about competency and if the question needs to be asked there are other issues that the board and senior leader need to work on. Often a board member is simply not willing to allow the senior leader the latitude to do their job as they want to control not empower.

It is always amusing to me to see the competencies that churches look for when hiring a senior pastor and then the lack of empowerment they give this individual who they believe matches those competencies. Pastoral work is hard enough without a board second guessing everything that one does. Clarifying what the expectations are and then giving maximum freedom outside those limitations is one of the greatest gifts a board can give their leader.

The one thing that can change everything in ministry impact

We are always looking for ways to change the equation in local church ministry. While there are many things we can do to increase our impact there are a handful of things that the New Testament tells us are essential to do. 

One of them can change everything: helping God's people reclaim their God given call and potential in ministry: To develop, empower and release people to use their skills and gifts to advance His kingdom in their circles of influence.

The heart of our call as church leaders is to see all of God's people join Him in meaningful ministry. "So Christ himself gave the apostles, the prophets, the evangelists, the pastors and teachers, to equip his people for works of service, so that the body of Christ may be built up (Ephesians 4:11-12)." It is my conviction and I believe the New Testament teaching and example that our congregations will have impact for the Gospel to the extent that God's people are using their gifts and skills on His behalf.

Here are several ways to help make this a reality in the local church.

First, we need to create an expectation in line with Ephesians 2:10 that we were created by God for specific works and He wants us to join Him in His work to "destroy the devils work" (1 John 3:8) on our planet and bring the hope and restoration of the Gospel (Romans 1:16-17) that changes lives in God's power. None of God's people are exempt from that expectation and call.

Second, we need to reclaim the priesthood of all believers as the theology behind the expectation. One of the dysfunctions of the church is professional ministry where we hire staff to do the work of ministry and ask for people to assist. How would life look different if we understood that we are all called, all given specific gifts by the Holy Spirit and all of us God's staff! Practice follows a proper understanding of theology and this is a theology that needs to be understood by God's people.

Third, it is powerful to tell stories of how God is using regular people in significant but ordinary ways to share the Good News, be agents of compassion and help, infuse their workplaces and neighborhoods with His love and live out the good works Jesus created us for. Stories make the theology practical and doable. They encourage others that God can use them in significant ways by simply living out God's call on their lives.

Fourth, we need to make it practical in our teaching and preaching. God changes the world by ordinary people doing ordinary things in the power of God's Spirit in their circles of influence. We need to communicate this theology that God can and does use ordinary people to accomplish His work: "Brothers and sisters, think of what you were when you were called. Not many of you were wise by human standards; not many were influential; not many were of noble birth. But God chose the weak things of the world to shame the strong (1 Corinthians 1:26-27)."

Fifth we must redefine ministry. Ministry is not simply what happens in the church but it is living out God's call in each of our unique places and circles of influence. For some, most of their ministry will be outside of the church. Keeping it inside the church is the reason we have so little impact in our communities.

Finally we need to tell God's meta story of a world undone which God intents to make whole again through His death and resurrection and his return with a new heavens and new earth. In the meantime we are His agents of heaven to bring the hope and truth and love of Jesus to all places where we intersect. It is the fulfillment of the Lord's prayer, "Our Father in heaven, hallowed be your name, your kingdom come, your will be done on earth as it is in heaven (Matthew 6:9-10)." We are His agents to bring bits of heaven to earth as we live out our followership faithfully.

Our passion ought to be to see all of God's people find fulfillment in their lives and work as they become His ambassadors in ordinary places, in ordinary ways with results that are extraordinary because the Holy Spirit has infused our efforts with His power.

Ten suggestions for ministry policies

Policies are an important part of organizational structure but they can be put in place for the wrong reasons, hinder or help ministry and either protect or control. Here are some things to think about in regard to policies.

1. Policies should protect the organization from practices that could hurt it. Financial policies, for instance, are designed to minimize fraud or waste and to properly control spending. HR policies, likewise keep the ministry legal and protect its staff.

2. Policies should cut down on the number of decisions that need to be made. Rather than taking situations one by one, a policy means the decision can be made once rather than over and over.

3. Policies should not be used to control people who make unwise decisions. Reactionary policies usually hurt others in the organization. If there is a problem employee, deal with the individual rather than write a policy that impacts everyone.

4. Policies should serve people, not control people. Organizations that seek to control people through policies are unhealthy organizations. Policies are not meant to control but should empower staff in healthy ways.

5. Policies should be reviewed annually. It is amazing how many ministries have policies from years ago that make no sense in today's world. Review, add, and delete on an annual basis.

6. Policies should have a good rationale. If a policy cannot be explained easily it probably should not exist. 

7. Policies should be minimal to protect the organization but not restrict opportunity. Have as few policies as you need to protect the organization. 

8. Policies should be fair to everyone. Policies that carry advantage for some but disadvantage to others need to be carefully scrutinized. 

9. If you are writing policy find out what others have done so that you are not starting from scratch. Others have probably thought of things that you have not.

10. Communicate policies clearly. No one likes a surprise.

Unempowered, unhappy and undervalued staff

I have met my share of people in ministry positions recently who have been working for unempowering leaders, hierarchical structures, controlling leaders or who have been sidelined or unappreciated by the leadership structure above them. 

They feel like they are swimming upstream, their voice is not heard, that they cannot use their gifts to the fullest and while they love the ministry mandate of their organizations they feel like they no longer fit. It is a sad commentary on many ministry cultures. In many cases the controlling and unempowering culture causes great pain to those who are caught in its grip.

Whenever I have conversations with folks like this I think of the great waste of ministry potential, the frustration factor for good staff and the net loss to the kingdom. I cannot help think that God may hold leaders accountable for not fully releasing other ministry personnel for the sake of His kingdom.

What is more sad is that the leaders who cause this dysfunction don't even know they are doing it, or don't care. I have had leaders tell me how happy their staff are but when I ask some questions of those staff I find a radically different story. It is clear to me that the leader has assumed much and probed little. 

One of the trends I am watching is high quality staff who are leaving these dysfunctional cultures in their fifties as they realize that life is short and they want to be in a place where they can experience convergence between their gifts, God's call and an empowered ministry culture. 

The beneficiaries of those moves are ministries that value their staff, create empowered cultures, collegial teams, and value the gifts, voice and ideas of their ministry colleagues. For those who have been in the bondage of dysfunctional or unempowered ministries it is a breath of fresh air.

If you are a leader and value your staff, think about the culture you are creating. If you are a staff member in the wilderness of unempowered cultures, know that there are ministries that will release you to use all of your potential. Life is short and the opportunities are huge.

Empowerment that actually disempowers.Leadership by benign neglect

Think of empowerment as a horizontal line. On the left hand side is the manager or leader who micromanages - highly disempowering to those they lead. At the extreme right side of the continuum is total empowerment or actually neglect of staff which is equally disempowering.

Leaders on the right end of the continuum often think that they are highly empowering leaders. After all they rarely if ever tell staff what to do. But what they are actually doing is neglecting their staff to the point that staff must figure out what their job and priorities are without any structure, framework or guidance. They also have to solve problems without the help of their leader. This is leadership by benign neglect. More accurately it is a lack of leadership that usually makes for frustrated staff.

Leaders who lead by benign neglect think that they are doing their staff a favor. In reality they are not doing their staff any favors.

Here is why.

First, when there is a leadership vacuum, someone will fill it. If a leader or manager is not leading someone else will exert their influence. That someone else may or may not be a favor to the rest of the team. They are free to control others and drive their agenda, however, because the organizational leader is not providing adequate oversight.

Second, people want and need clarity about their role and what the organization is up to. I have actually had staff who work for benign neglect leaders tell me that they don't know what they are supposed to be doing or what their role is. Staff who must fend for themselves are generally frustrated.

Third, staff often feel as if their manager or leader is not engaged in the team or organization. The truth is they are right! The leader is engaged in his or her personal agenda but not in helping the staff of the organization if they lead by benign neglect. Neglect is of course not leadership but an abdication of leadership.

In my experience this situation occurs for a number of reasons. It may be that the leader has grown an organization by the force of their vision but does not have the skills to be an organizational leader. It may be that the leader is more interested in their own world than providing the leadership that the group needs. Either way, their staff feel disempowered.

If a senior leader is not wired to organize, lead, provide clarity to staff, mentor and coach staff they need to find someone who can and will. This is where a strong COO role is needed but in order to be successful, the senior leaders needs to cede organizational authority to the COO and then stay out of staff and management issues. In the absence of a strong internal leader, benign neglect leaders will eventually stall or plateau their ministry because the larger a ministry the more critical clarity and good organizational structures become.

Back to the empowerment continuum. The place to be is in the middle. Not micromanaging but not neglecting. It is empowerment withing boundaries with clarity and accountability. No favors are done staff with micromanagement an no favors are done with benign neglect. Both disempower rather than empower.

What characterizes great ministry organizations?

All of us desire to be part of a great organization. Who wants mediocre or average? A great organization can be a small local church, a large ministry or anything in between. But they are characterized by five key elements.

First, they have great clarity about what they are about and they focus on that clarity with a lazer like focus. Great organizations are not scattered but highly focused. That focus allows them to go after specific results and know when they have achieved their goals. Everyone in the organization is aligned around that focus and those goals. Great organizations are not distracted by all the things they could be doing but focused on the few things they must be doing.

Second, great organizations treat their staff well. They hire the best, compensate the best they can and empower staff to use their gifts and energies to achieve the goals without micromanaging. Staff morale is a significant marker of the health of any organization. 

No matter how strategic a ministry is, or how driven to meet their goals, if they do not treat staff well, develop them and have a high retention rate, one cannot claim to be a great organization. Staff culture and health is a major indicator of the true health of the organization. 

I recently stayed in a hotel in Kenya where I interacted with many staff. I asked all of them how they liked working for their organization and to a person they told me how happy they were with the General Manager and the empowered atmosphere he had created. At the end of two weeks I knew that this was a great organization just from watching and interacting with the staff. Staff culture reveals the true DNA of any organization.

Third, great organizations are team led and driven. The strongest organizations have strong leaders and strong teams. Teams provide far more synergy, energy and creativity than any one leader. Further, if that leader was to be hit by the proverbial "bus" there are others who can step in and continue on. Any organization that is dependent on one key leader is unlikely to be a great organization. The creation and deployment of teams is indicative of a collegial and empowered atmosphere.

Fourth, great organizations are always developing the next generation of leaders. I believe that the test of our leadership is not simply what happens when we are leading but what happens after we leave. Did we leave the organization stronger then when we came? Did we leave behind the next generation of leaders who could take the ministry to the next level? A culture of leadership development is a sign of a great organization. In making this a priority we are committing to the long term health of the organization rather than simply short term success.

Fifth, great organizations are led by humble, intentional leaders. This applies not only to the top leadership role but all the leadership roles within the ministry. Humble leaders create a culture of dependence on God and collegial work, knowing that life is not about them. Humble leaders create opportunities for others and develop others. Humble leaders are open and approachable. Humble leaders serve others rather than use others. Pride is incompatible with Christian leadership.

The Five Dysfunctions of Ministry Organizations

1. Ambiguity. 
Lacking clarity around who we are, what we are about and how we are going to get there. Job one of leaders is to provide maximum clarity to those they lead. Job two of leaders is to ensure that there is alignment throughout the organization around that clarity and job three is to ensure that there are results based on that clarity. Lack of clarity (ambiguity) is at the heart of much ministry dysfunction since in the absence of clarity, people will fill the hole with their own individual clarity withe the end result of competing agendas.

2. Control
Permission withholding organizations (you cannot do it without my permission) are dysfunctional organizations. Healthy organizations have great clarity and empower people within certain parameters. In unhealthy organizations leaders or boards feel they must control what happens. Of course if you don't have clarity, you don't know what you can and cannot do without permission. So lack of clarity feeds the need to control and control feeds the next dysfunction of bureaucracy. 

3. Bureaucracy
Bureaucracy is control gone amuk where permission, assent or funding must be negotiated with multiple individuals or groups (committees, boards) in order to get something done. This is the way many churches operate. And staffs, where there are endless reports to be made, forms to be filled out, permission to be gotten or forgiveness to be asked for (when the prior requirements were not kept). Bureaucracy is a means to control when one has not clearly defined the boundaries for a permission granting structure, or when a leader or group of leaders (boards) feel they need to control through creating multiple toll booths.  Bureaucracy is not to be confused with structure which every ministry needs. Bureaucracy is control gone amuk where order is kept by creating many checks on what can or cannot be done in a permission withholding culture.

4. Mistrust
It should come as no surprise that mistrust is the result of the first three dysfunctions. In fact, the need to control and put in place bureaucracies has at its core a mistrust of staff to make their own wise decisions (based on clarity and boundaries). Lack of clarity creates mistrust because the end result becomes competing agendas. Control breeds mistrust because it is obnoxious. Bureaucracy breeds mistrust because it is onerous. Dysfunctional organizations have a great deal of mistrust - the very system creates mistrust. Permission withholding cultures create mistrust. And, lack of trust, destroys healthy team dynamics. 

5. Professional Ministry
Professional ministry is the result of a failure to develop, empower and release others in ministry. Rather than hiring staff to develop others, we hire staff to do ministry for others. It is the subtle or not too subtle message that God has an A team and a B team, those called into full time ministry and the rest who are not. Qualifications for real ministry reside in theological education (never confuse education with ability). The dysfunction of  professional ministry is largely the reason that the church has so little influence in the community at large.

Are you on God's A team or B team?

I remember a conversation with my son Jon when he was very young. We were driving in the car (where all important conversations take place) and he waxed eloquent on how important his mom was because she was a nurse who saved lives. I asked him when he was done, "and what does your dad do?" He replied quickly, "Oh you're just an ordinary worker."

It is difficult for me to believe after two thousand years of reflection on the gospels and New Testament that there remains in the minds of many that there is an A team in God's Kingdom and a B team. The A team - those who are truly qualified to do ministry are those with seminary education and who work full time in ministry (like pastors and missionaries). The B team is everyone else who can "help" and "use their gifts" but are not really critical to God's work because they are....well....B team.

This is a grand lie of Satan (effectively designed to keep the majority of God's people from significant ministry) and the result of arrogance of ministry professionals who don't fight this paradigm with everything they have. Professional ministry is one of the dysfunctions of the church where we see our job as primarily to do ministry rather than primarily to equip the members of the body to do ministry (Ephesians 4:12). 

God has only one team - His A team and each of us decides whether we want to play on it or sit on the sidelines.

Empowered Structures

We pay far too little attention to the structures that we have in our churches and organizations for decision making. No matter how good our organizational clarity and  how competent our leaders and people, when the structures that one must negotiate to make decisions - or to organize staff - or work with a board get clunky, they hold up ministry, waste precious time and energy and demotivate otherwise good leaders.


Eventually, unfriendly structures can actually kill a ministry or company as GM found out prior to filing bankruptcy. I have watched churches that were shining lights at one time go into slow decline because their staff and governance structures were not brought into alignment with new realities. 


Let's consider staff structures. One church I am watching from a distance has a considerably large staff which has never been unified around common goals or direction. Led by fairly competent individuals, they have simply done their own ministries for decades. The end result is a staff with zero alignment, turf wars, confusion over who is responsible for what, lack of a common voice and when the church got into crisis, chaos. And this is a church that many would recognize by name in our country. 


Yesterday I did a church consultation in Europe and staff were begging for greater clarity about reporting relationships, who was setting direction and how to achieve alignment. The lack of these things in a growing and effective ministry is causing frustration for staff who in the process feel under appreciated and unempowered.


Structures at the leadership level are no less important. Here is the question: How easy is it for you as a leader to make timely ministry decisions and how many groups do you need to go to in order to do so? When the decision making process becomes frustrating you know it is time to tune up the process. This involves getting your board structure in sync, eliminating additional boards or committees that you need to negotiate with and simplifying your governance system. For those of you who have ever been through the Chicago area with its toll roads, it is moving from toll booths to easy pass. 


Staff and ministry structures matter because their either impede or help effective ministry. If you have issues with either one, take the time to address it. The positive impact of doing so will be significant.
