Eight confusing church board issues


Church board leadership is always a challenge. And, often boards or individual members are confused on the role of the board. If these areas of confusion can be resolved, the work of the board becomes far easier. Here are eight issues that often cause confusion on a board.

1. What are we actually trying to accomplish?
This sounds like a simple question but the truth is that a majority of church boards cannot answer the question with any specificity. They have a mission but apart from that general statement which generally reflects the Great Commission (more believers and better believers), there is often no objective target that the church is pursuing and without a target there are no metrics to gauge one's progress. 

It is the board's responsibility, working in conjunction with staff to clearly determine what the church is trying to accomplish and then to assign metrics to the target so that it can evaluate its progress.

2. Who is responsible for what?
When there is ambiguity between the responsibilities of the senior pastor (and other staff) and the board there is in the worst case scenario conflict and in the best case confusion. If there is not a written document clearly delineating the responsibilities of both there will be issues that create frustration for both parties. The role of a board is governance while the role of the staff is the day to day ministry. Wherever you draw those lines, be sure you draw them so that there is both clarity and accountability.

3. How does the board interact with the church staff?
The short answer is that boards interact with staff only through the senior pastor. Staff can have only one supervisor and boards are not in a position to supervise or tell staff (apart from the senior leader) what they should or should not be doing. This does not mean that board members cannot have relationships with staff members but it does mean that they cannot direct the work of staff.

4. What is the senior pastor empowered to do on their own and in what areas do they need board approval?
None of us like micro management but this is what happens with many senior pastors who are never sure what they are empowered to do and what decisions they can make and alternatively what issues they need to bring to the board for approval. Constantly needing board approval is demeaning and demotivating for leaders. 

It is incumbent on the board to make clear the leadership parameters of the senior leader so that they are free to lead but are still aware of the boundaries that the board has established. It is the difference between a permission withholding culture and a permission granting culture.

5. What is the board's job description?
In the absence of a clearly written description of the responsibilities of the board every board member has their own definition of their role. That means there are multiple definitions of the board's role. And, it creates confusion and even conflict on the board. Furthermore, it is not possible for the board to evaluate its own work in the absence of a clear job description. 

That role description should include the fiduciary and legal pieces of their responsibility along with the responsibilities delineated in the New Testament for leaders. 6. What are the board's rules of engagement?
In other words, how does the board operate? How does it make decisions? What happens if a board member disagrees with the majority? Does the board always speak with one voice? How does it deal with rogue board members? Is there a board covenant that spells out how the board operates together?

Because many board do not have that clarity, there is a great deal of dysfunction on church boards. This need not be the case but the board must clarify its roles (number 5 above) and how it operates. Without clearly defined guidelines, confusion and conflict will emerge.

7. Who does the board represent?
Many board members believe that they represent their particular ministry interest or constituency in the church. This can easily lead to divided boards especially if there are factions within the congregation that board members see as their job to represent. This view of church leadership has more to do with how we think about American political polity than it does a Biblical theology of leadership. 

Board member do not represent any constituency in the church. Rather they are called Under-Shepherds of the Chief Shepherd - Jesus Christ. Jesus is the head of the church and church leaders lead on His behalf (1 Peter 5:1-4). This does not mean that board members ignore the concerns of the congregation but their leadership is a sacred trust given by the Chief Shepherd. Church leaders lead the congregation where they believe Jesus wants them to go.

8. How do your choose and engage new board members?
Too many congregations do not have a process in bringing new board members on that is designed to set the board up for healthy leadership. Furthermore, in the absence of clarity on 1-7 above, there is no objective way to acclimate new board members to their role as it has not been clarified. 

The most powerful group in most churches is not the board but the committee or group that chooses board members. For a healthy board it is critical to guard the gate of leadership. Only healthy board members can contribute to a healthy board.

Six board lessons from the recent Willow Creek events


My objective here is not to revisit the specific controversies of Willow Creek but to draw some lessons for those of us who serve on church boards to consider. For my part, I am drawing on decades of working with church boards as well as having served for years on various boards. The recent issues at Willow Creek simply serve to illustrate my observations. I suspect that the good people who serve(d) in leadership at Willow would agree with most of these observations.

One. You can have as sophisticated a board structure as you desire and still get into deep weeds. If you google Willow Creek and church governance you will see all kinds of advice for how churches should structure their governance. They used Policy Governance and wrote about running great meetings. In the end none of that mattered when the board could not hold the senior pastor accountable and failed to guard the health of the church. 

There are governance structures that will make ministry easier and some that will make ministry harder but the structure itself is only as good as the people who are leading. The bottom line is that governance structures while important are not a substitute for wise leaders. Sadly, the very ministry that held up its leadership paradigm as a model (Willow Creek), ended up with its whole leadership team resigning with no credibility left. It is a warning to all boards. 

I am very curious what the dynamics were at Willow that prevented people on the board who asked the right questions from staying in leadership. When discerning people ask discerning questions and they get shut down by the rest of the board it is a sign of a dysfunctional and unhealthy board and organizational culture.

Two: Any structure that prevents board members from asking questions of a senior leader and verifying their answers is flawed. I have encountered situations where in the name of Policy Governance, the board was not allowed to press into staff issues, or even ministry philosophy and they acquiesced to the senior leader's pushback.  Even while the senior leader was mistreating staff, creating a toxic workplace and making ministry decisions that alienated huge portions of the congregation. When it all came apart, the boards no longer had any credibility and had to step down. 

Only after the fact, and after huge damage had been done did these boards realize that they had failed to ask the hard questions, insist on answers and verify those answers. 

Three: Unhealthy pastors can and do use their boards to protect them and to silence discerning members of the congregation who are asking penetrating questions. When you try to silence others you either create a cult like atmosphere and healthy people leave, or there is a blow up when the voices persist (Willow Creek and Mars Hill), and finally leaders must confront it. Certainly not all voices in any organization are created equal but when people of good reputation and discernment speak up as they did at Willow Creek and Mars Hill they are ignored at the board's own peril. As they discovered.

One other observation. Boards cannot be intimidated by their senior pastor. If they are they will not be a healthy independent board. 

Four: Unhealthy governance systems or groups will eventually cause significant issues in the congregation. In the case of Mars Hill, the church ended up disbanding. In the case of Willow Creek, the leadership resigned. Think of the pain felt by the congregation in both cases. When there are unhealthy pastors or boards, that health issues will eventually be felt by the congregation. 

Five: Sometimes a board needs an outside voice(s) in order to help them see beyond their desire to protect the pastors, themselves or the church and to do the right thing. In the middle of a crisis or when people feel under siege, poor decisions are often made. What might have happened at Willow if the board had brought in and listened to a wise outside voice. Someone who has stature in the Evangelical community. This is not a sign of weakness but a sign of maturity. If nothing else an outside voice of reason and wisdom can verify the board's approach - or challenge them. 

Six. A sign of a healthy leader is their willingness to be accountable to a board even if they disagree with some of their decisions. Healthy leaders solicit the opinions of others, listen to their authority, respect it and abide by it even when they may disagree. If a senior pastor will not abide by board decisions or allow the board to make those decisions beware! It means the board has authority in name only and not in reality.

Hijacked churches

I believe that leaders are called to lead at specific times in the history of a church. And, that their unique abilities and vision is critical to the next chapter of a congregations success. However, I have also watched with concern a phenomenon of new leaders coming into a church and essentially hijacking it for their own purposes. What are the signs of a church hijack?

One. There is a criticism of the past as if nothing good came out of it. The new leader/pastor talks about the future and implicitly or explicitly denigrates the past. This forgets that those who gave their energy, money and talent in the past made the church what it is today and provided the platform for a new leader to build on the past. Every leader stands on the shoulders of those who led in in the past unless they start something new. And the people who are there when they come are God's flock.

Two. The new leader does not ask and take into account the vision and dreams of the leadership or congregation but rather inserts their dreams as the vision for the future. When we come into a new church as a new leader we do not come into a vacuum. We come into a congregation with a history and a vision, whether vague or focused. It is critical that we take that vision into account and not simply impose our own vision as if the past does not exist.

Three. Being willing to see many people leave so that a new leader can achieve their dreams. I have watched new pastors see hundreds of people leave the church because they have imposed their agenda on it without being at all concerned about the views and concerns of those who leave. It is as if they are willing to sacrifice the past to achieve their vision of the future. As a change agent I fully understand that some people leave when a new leader or vision comes but when significant people leave it is more about the agenda of the new leader than a shared vision for the church.

Four. Marginalizing current staff. Again, there is no question that a new leader needs to build their own team. However, when it comes at the expense of qualified and good staff who have served well it probably indicates that the new leader is anxious to get rid of the past and put their own stamp on the future. It is often a sign of their insecurity rather than security.

Five. Imposing a new vision that is unnecessarily a break from the past. Good leaders don't move faster than their constituency can follow and they honor and give value to those who are there. Sometimes it takes time to get to where we want to go. Jesus never marginalized people in the pursuit of His mission other than the Pharisees. 

Six. Not listening to the concerns of the current constituency. This is one of the key indicators of a leader who is hijacking a ministry for their own purposes. When there is not a concern for the vision, concerns, ideas and issues raised by those who have come before there is an arrogant rather than humble attitude of leadership. And, it usually results in divided, wounded and conflicted congregations because of the agenda of a new leader who does not choose to take into account what has come before them.

When leaders hijack a church, they leave a trail of wounded bodies and hearts behind them. Because it is God's church, many leave or suffer quietly but it does not excuse those who deliver that pain or lack of sensitivity. It is very sad when it happens and often results in deeply wounded congregations. I have a very hard time reconciling this behavior with the values of Jesus and how he treated people - His flock. It also seems to violate the advice Peter gave to under-shepherds in 1 Peter 5.  The question is whether it is ultimately more about them then about Jesus and His flock. Ministry platforms can and are used for personal agendas all the time. Unfortunately!
